Job Description
This role is responsible for providing technical capabilities to support regulatory licensing and permitting of construction and operation of the TRISO-X Facility, a uranium fuel fabrication facility. Facility operations, used to process, handle, and store special nuclear material, will be licensed by the Nuclear Regulatory Commission (NRC) under 10 CFR 70, supported by applicable sections of 10 CFR 51, 20, 71, 73, and 74, among others. Other licenses and permits will be required by State and Local government regulations; examples include those related to discharges from the facility to the environment and disposal of industrial wastes.

Job Profile Tasks/Responsibilities

  • Develop/review/revise technical reports and content to support regulatory licensing and permitting activities across a wide range of topical areas, including but not limited to safety (nuclear/radiological, industrial workplace, fire, environmental) and nuclear safeguards (security, material control, emergency preparedness).
  • Provide regulatory guidance, support, and oversight to team members developing technical content to support licensing and permitting activities.
  • Coordinate reviews of regulatory materials and information prepared by others, prepare, and resolve comments, and finalize technical content for submittal to regulatory authorities.
  • Collaborate with others to prepare responses to questions from regulatory authorities.
  • Prepare submittals in accordance with regulatory guidance.
  • Support planning and execution of regulatory strategies and schedules.
  • Develop and implement licensing and regulatory procedures.
  • Participate in and/or facilitate Process Hazards Analysis activities with multidiscipline teams to identify potential criticality, radiological, chemical, and fire/explosion hazards to support the Integrated Safety Analysis (ISA) process.
  • Consult with and advise operations, maintenance, and engineering personnel on the regulatory impacts of new or proposed changes to processes, procedures, and facility designs/modifications.
  • Participate in design reviews.
  • Conduct surveillances, inspections, walk-downs, investigations, and audits/assessments of licensed activities and unusual incidents to ensure compliance with approved regulatory licenses, permits, procedures, and safety bases.
  • Develop/revise/deliver regulatory training to operations, maintenance, and other personnel.
  • Provide support to the emergency response team.
  • Participate in regulator and/or industry led regulatory activities.
  • Maintain professional demeanor and behavior at all times in all forms of communication.
  • Lead the execution of the core tasks and responsibilities listed in the Job Profile Task/Responsibilities section of this document, without close supervision and some latitude for independent judgment.
  • Provide feedback and guidance to more junior team members with the execution of the core tasks and responsibilities listed in the Job Profile Task/Responsibilities section of this document.
  • Perform other duties as assigned by manager.

    Job Profile Minimum Qualifications
    • Bachelor's degree in engineering or a closely related field from an ABET-accredited college or university.
    • Typically, ten plus years of experience in the nuclear licensing and regulatory field, or similar experience in another highly regulated industry such as chemical manufacturing. Three years may be credited towards years of experience when successfully performing the following duties: Preparing and Reviewing ISA Risk Assessments, Leading Process Hazards Analysis, and Preparing ISA Summary documentation.
    • Experience communicating technical information effectively both orally and in writing to a wide variety of audiences, ranging from engineering, operations, and maintenance personnel to regulators and management.
    • Project management experience including developing schedules, managing multiple assignments, prioritizing effectively, and coordinating team activities to produce technical content for regulatory purposes.
    • Experience applying technical education and experience to thoroughly investigate and develop comprehensive understandings of regulatory requirements, nuclear fuel fabrication processes, safety bases, and other supporting information.
    • Knowledge of nuclear regulatory processes and requirements. Understanding and experience applying regulatory requirements, standards, and guidance.

      Location:Oak Ridge, TN

      Work Site Expectations: Onsite 5 days in office
      Travel Expectations: 10 %
      Hours: 8:00am-5:00pm, Mon-Fri

      Compensation

      As required by Maryland and other applicable state law, X Energy, LLC (X-energy) lists the expected compensation range for a publicly advertised job opportunity based upon the job requirements (e.g. education/training, experience, skill sets, etc.). Individual candidates who meet the job requirements for the posted position will be offered a salary within this range based on their respective levels of education/training, experience, and other qualifications unique to them. Salary ranges may vary based on the specific office location and region referenced in the posting to take into consideration differences in cost of living and may not be reflective of all regions. Please note that compensation ranges listed for US job postings reflect base salary only and do not include benefits or other incentives.

      A reasonable estimate for this position at the level of experience required is:
      $123,750 - $158,125
